Who Torments People in HellFire? Is Devil in charge of Hell, and he is tormenting people according to his own will?

There are some people who believed that it is the devil that punishes people in Hell, but this fallacy, and has no source from the Bible to back up this claim.
People are tormented in Hell because of their rejection of Christ. It was the action of man that leads him to Hellfire.
Let’s look at some Bible verses to support this claim.
A. Bible Says Hell is Prepared for Devil, and His Angels.
Matthew 25:41 Then shall he say also unto them on the left hand, Depart from me, ye cursed, into everlasting fire, prepared for the devil and his angels:
I want you to think about the word “cursed”. A man is cursed because of his rejection of Christ’s substitutionary payment for his sin.
And you need to understand that there is no plan of salvation for the devil and his angels, and that is why God called a man blessed.
Romans 4:6 Even as David also describeth the blessedness of the man, unto whom God imputeth righteousness without works,
Romans 4:7 Saying, Blessed are they whose iniquities are forgiven, and whose sins are covered.
Romans 4:8 Blessed is the man to whom the Lord will not impute sin.
God provided a way of salvation for man; therefore a man is blessed through Christ, and forgiveness of sin is the greatest blessing of God to man.
God prepared the fire for the devil and his angels, and therefore anyone who fails to accept the free gift of eternal life is going to pay for his sins in Hellfire.
B. God casts them down to Hell
2Peter 2:4 For if God spared not the angels that sinned, but cast them down to hell, and delivered them into chains of darkness, to be reserved unto judgment;
The passage explains that God casts them down to Hell until the final judgment day. We should not make the mistake of attributing the punishment of sin to Satan, but man is punished because he rejected the full payment of Christ.
Is Devil punishing men for their disobedience to God? No
Man is punished by God, because of his rejection of the salvation that God provided to mankind.
Jude 1:6 And the angels which kept not their first estate, but left their own habitation, he hath reserved in everlasting chains under darkness unto the judgment of the great day.
Conclusion
The punishment of sin is not what Devil does, but God punishes man for his sins. The Devil has no authority to punish man for sin because he is a man of sin himself whose judgment has been sealed.
Revelation 14:9-11
And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand,
The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels, and in the presence of the Lamb:
And the smoke of their torment ascendeth up for ever and ever: and they have no rest day nor night, who worship the beast and his image, and whosoever receiveth the mark of his name.
